state clemency

The National Council, in collaboration with sewing partners around the country, is creating clemency quilts for each state with the names of women who are elderly, seriously/ terminally ill, survived and punished, and long-timers. The quilts go on tour and are exhibited at various events to raise awareness of clemency and encourage governors to use their clemency power.
